NONDISCRIMINATION AND ACCESS TO EQUAL EDUCATIONAL OPPORTUNITY ( Policy 2260)

The Board does not discriminate in the employment of administrative/professional/support staff on the basis of race, color, national origin, age, sex (including gender status, change of sex, sexual orientation, or gender identity), pregnancy, creed or religion, genetic information, handicap or disability, marital status, citizenship status, veteran status, military service (as defined in 111.32, Wis. Stats.), ancestry, arrest record, conviction record, use or non-use of lawful products off the District’s premises during non-working hours, declining to attend an employer-sponsored meeting or to participate in any communication with the employer about religious matters or political matters, or any other legally protected category in its programs and activities, including employment opportunities.

The Board of the School District of Jefferson does not discriminate on the basis of sex in its education program or activity and is required by Title IX and its implementing regulations not to discriminate in such a manner. The requirement not to discriminate in its education program or activity extends to admission and employment. 

Any inquiries about the application of Title IX and its implementing regulations to the District may be referred to the Title IX Coordinator(s), the Assistant Secretary for the U.S. Department of Education’s Office for Civil Rights, or both.

The Board has adopted a grievance process that provides for the prompt and equitable resolution of student and employee complaints alleging any action that is prohibited by Title IX and/or its implementing regulations. The grievance process is included in Policy 2266 – Nondiscrimination on the Basis of Sex in Education Programs or Activities.

The grievance process specifically addresses how to  report or file a complaint of sex discrimination, how to report or file a formal complaint of Sexual Harassment, and how the District will respond.

Attendance Policies

Good student attendance and punctuality is an expectation and reflects a high degree of self-discipline and responsibility. Cooperation is encouraged on the part of the students and their parents. Attendance is one of the key factors in maintaining and improving achievement levels in all subjects and maintaining quality student/teacher contact. Every absence tends to decrease the efficiency of this total school process. The State of Wisconsin Compulsory School
Attendance Law requires students to be in attendance until age 18 unless they have graduated.
The School District of Jefferson encourages all concerned groups in the district to share the responsibility of promoting good attendance. Each student and his/her parent/guardian and school personnel share the responsibility for student attendance to:

• Ensure that an effective educational program can be carried out.
• Encourage good attendance.
• Keep the lines of communication between parents and school open.
• Involve all of those who have responsibility for student attendance – students, parents, and staff.
• Inform students and parents that classroom activities cannot be duplicated and students may not receive/ cannot expect equal instruction for make-up work.

Respect for law and for those persons in authority shall be expected of all students. This includes conformity to school rules as well as general provisions of law regarding minors. Respect for the rights of others, consideration of their privileges, and cooperative citizenship shall also be expected of all members of the school community.

Respect for real and personal property; pride in one's work; achievement within the range of one's ability; and exemplary personal standards of courtesy, decency, and honesty should be maintained in the schools of this District.

The District Administrator shall establish procedures to carry out Board policy and philosophy, and shall hold all school personnel, students, and parents responsible for the conduct of students in schools, on school vehicles, and at school-related events.

Student conduct on or adjacent to school premises, on school vehicles, and at school-related events and activities shall be governed by the rules and provisions of the Student Code of Classroom Conduct. In addition, student conduct on internet-based social media outlets, when such conduct forms a sufficient connection to school or staff, is governed by the Code of Conduct. This Code of Classroom Conduct shall include the following items:

1. specification of what constitutes dangerous, disruptive, or unruly behavior that interferes with the ability of the teacher to teach effectively, which therefore permits the teacher to remove the student from class;
2. other student conduct that may be used by a teacher as a basis to remove a student from class; and
3. procedures for notifying the parent of a student's removal and procedures for placement of a student that has been removed from class.

The Code of Conduct, developed by a committee created by the Board for that reason consisting of parents, students, Board members, school administrators, teachers, student services professionals, and other appointed residents, and, once created, shall be reviewed by the Board periodically.

Removal of a student from a class that is consistent with the Code of Conduct does not constitute a report under Policy 8462.01 - Threats of Violence. If the staff member believes in good faith that the threat represents a serious and imminent threat to the health or safety of students, staff, or others, and the threat is a threat of violence made in or targeted at a school, staff must still report such threats as described in Policy 8462.01 - Threats of Violence.

Per 2019 Wisconsin Act 86, Wisconsin's Informational Guidebook on Dyslexia and Related Conditions, discusses screening, instruction, and intervention, and resources that can support improved learning for school-aged individuals with characteristics of dyslexia. The audience for the information is broad and includes but is not limited to parents and families, educators, interventionists or reading teachers, and educational leaders.

Annual Asbestos Notification

Under AHERA (Asbestos Hazard Emergency Response Act), all primary and secondary schools must develop and implement a plan for managing all building materials containing asbestos. Included in the AHERA Act is the requirement to notify all workers and building occupants (or their guardians) of asbestos-related activities annually. Beginning in 1988, all buildings owned, leased, or “under the control of” the School District were inspected by EPA-accredited inspectors, with building material samples analyzed by an independent laboratory. Based on the inspection, the School District prepared, and the state approved a comprehensive management plan for managing the asbestos.
Where the asbestos-containing materials are found, the District has in place an Operations and Maintenance program.
The District has accomplished the following compliance mandates regarding the administration of asbestos in school buildings:

• Environmental Management Consulting, Inc. (EMC) was contracted to be the school’s consultant for asbestos for the school year.
• The District is continuing with the Operations and Maintenance Program as designed for the School District. This ensures that all asbestos materials are kept in good condition in good condition.
• Periodic “surveillance” in each area containing asbestos has been completed every six months by our consultant. Also, the buildings are re-inspected by an accredited inspector every three years.
• In the past year the District conducted the following asbestos removal activities:
• Sullivan Elementary School:
• Removal of asbestos containing flooring and adhesives from all classrooms and corridors throughout the building.
• East Elementary School:
• Removal of asbestos containing pipe fitting insulation from:
• Lower Level Kitchen and Hall
• Lower Level Bathroom
• 2nd Floor Pipe Chase
• Removal of asbestos containing floor tile and adhesives from Lower Level Rooms L7 and L9.
• Removal of asbestos containing adhesive from Mechanical Room L14.
• West Elementary School:
• Removal of asbestos containing floor tile and adhesives from the following areas:
• Room 18, 18A, 18B & 18C
• Room 16
• Rooms 21, 22, 22A, 25, 26 and the Corridor between these rooms.

All work was done to State and Federal regulations All outside contractors shall contact the lead maintenance person before commencing work. Our goal at the District is to be in full compliance with asbestos regulations. A copy of the Asbestos Management Plan is available for review by contacting the District Office.
